Mayor Pro Tem Vote revisited

I would like to share an observation made by a friend. John Heneghan  had seconded the Mayor's motion to nominate Doug Thompson for Mayor Pro Tem
It is interesting to note Councilman Heneghan quickly changed his mind. His vote shown below reveals a vote for Dennis Shortal. If Councilman Heneghan thought Councilman Shortal was the best choice why did he not nominate him in the beginning? Councilman Heneghan did point out in his speech prior to the vote that he had been on the council  the longest and knew what had to be done as Mayor Pro Tem.
Is this standard voting behavior for Councilman Heneghan? wishy-washy?
